Singapore has the best ranking in the corruption index, but it is the only one among the 25 countries in the sample that pays its bureaucrats more than twice the average manufacturing wage.
Non-State-owned enterprises contributed more than 90% of the sample, and more than 70% of the companies surveyed operate in the manufacturing sector, China Daily reported.
