In the conflict within the Kenyan Federation the sports minister has sided with the chairman Alfred Sambu, who also has the backing of world football's governing body Fifa.
Sambu, who was hospitalised following a freak road accident three weeks ago, said he will convene a meeting on 27 October at which "errant officials" in the federation will be disciplined.
"There has been limited or no implementation at all of the huge majority of the 28 points agreed upon in Cairo, " Fifa president Sepp Blatter said in a letter addressed to KFF president Alfred Sambu.
