The finding by the safety board isn't a definitive determination of the cause of last week's accident, in which one Metro-North train derailed and was then sideswiped by another train, injuring more than 70 people.
The group is calling for a "performance-based approach" that allows a case-by-case determination of whether filtering is the best approach to protect public safety and the environment.
In his conclusion to the determination, Sheriff Lockhart noted "the very substantial developments which have taken place in respect of fire safety since the Rosepark fire".
