But the RPA encountered difficulties in processing the maps from applicants because they did not always correspond to what was on the agency's computers.
"The RPA follows up only on those claims where there is some doubt about accuracy, and then only at the specific fields for which the doubt exists, " the RPA says.
The Audit Office said the benefits of RPA would inevitably take time to emerge and that vigilance will be required to deal with challenges as the trusts move beyond the initial stages of reform.
