In his now classic book Execution, The Discipline of Getting Things Done, Ram Charan points out that decisions made in the absence of candid, robustdialogue consistently run into dead ends, and he outlines a program for ensuring that talk is followed up by action.
And we have started what has turned out to be a quite effective, robust strategic dialogue with them, engaging the whole of their government with ours.
