Iraq has already rejected an extension of the current oil-for-food program and the new British proposal that would loosen restrictions on trade with Iraq, except for a list of restricteditems.
Mr Griffiths said damage is restricted to "items in the immediate vicinity of the incident and indications are that the damage is limited and that the majority of items affected can be recovered".
Every item currently found on the Commerce Control List (CCL) of restricted dual-use items would have to be approved by the Commerce Department before it could appear on the NSCL. In other words, Commerce could, at its sole discretion, veto any proposal to control existing, let alone new technologies.
The Secretary of Commerce should be obliged to obtain the consent of the Secretary of Defense as to items on the Control List -- the list of goods and technologies whose export is restricted for national security purposes.
