Lady Randerson said that until now the Welsh had been "looking over their shoulders with envy" at the relative independence enjoyed in Scotland, as she claimed its Cardiff-based government should be allowed to borrow money to carry out its own major infrastructure projects, such as improving the M4 motorway.
