Gordon Lishman, director general of Age Concern, said they were fearful that the new framework alone would not result in the cultural change in PCTs needed to reducethevariation.
"It is also my view that there is too great a degree of variation of performance and that, were we able to reduce this, the effect on children, teachers and schools would be profound, " he said.
He said thevariation was due to the type of limestone the fossils were excavated from, which can reducethe level of detail - or resolution - of the specimens.
