The 220 hectares (550 acres) Severnside site, owned by Redrow Homes, has long-standing planning permission for industrial and other uses.
Redrow had carried out a public consultation and drawn up draft plans for the 329-acre (133-hectare) site at Chilton Woods, Sudbury.
Residents have now received an email from Redrow, which built the playground, saying it will open before Easter without any changes.
The plans are being prepared by South Gloucestershire Arenas and Redrow Homes.
The site has been earmarked for development for several years, but Redrow has now become the second firm to pull out of the scheme.
Work on the new houses, which will be built by developers including Redrow, Taylor Wimpey and Persimmon, is expected to start early next year.
Redrow Homes had planned to adjust the colour and move some of the equipment, but the playground has opened without any work being carried out.
"Due to concerns raised by some residents over the new playground's colour scheme at Kingshill, Cirencester, the opening has been delayed, " a Redrow spokesman said.

The secretary of state highlighted comments by Steve Morgan of Redrow that Welsh government regulations would add thousands to the cost of a home in Wales.
"If the current trend in reduction of mortgage rates continues, it will undoubtedly assist in the housing market's gradual return to more normalised conditions, " Redrow said.

The council said Redrow carried out a consultation last summer and was in the process of putting together an outline planning application, but no application was ever submitted.
Redrow's results come a day after other homebuilders also reported higher profits, suggesting the housing market is slowly recovering as the government's attempts to boost mortgages gathers steam.

Hundreds of housebuilding job cuts across the UK have previously been announced by Bovis Homes, Redrow, Taylor Wimpey and Persimmon as firms outline efforts to combat the property slump.
"Given the strong pipeline of new sites and the modest improvement in market conditions, I am cautiously optimistic that Redrow's strong recovery is set to continue, " chairman Steve Morgan said.
