The increasing unpredictability of the monsoon and erratic rainfall patterns have made the region even more flood-prone with millions of people affected each year, mainly during rainy season.
The spokesman added that a "close eye" would be kept on the situation, especially in the area downstream of Oxford, where the flood risk would be the greatest if there is heavy and persistent rainfall.
The forecaster said flood warnings remained in place because of the potential for some of the rainfall from recent days to be flowing through river systems.
The Environment Agency has issued a flood warning for the River Clyst, saying it had "responded to today's rainfall and snow melt", and with rain forecast throughout the day it could rise further.
