An Associated Press report out of Pyongyang said the SIM cards would also allow foreigners to contact foreign embassies in Pyongyang and international hotels.

But Christopher Nelson, an Asia expert and vice-president of Samuels International Associates, points out that while the new South Korean leader has responded with tough words to Pyongyang's rhetoric, she has also indicated that if the North Koreans are willing to resume North-South talks, denuclearisation would not have to be the state end goal.
She also has warned that the United States will not normalize ties with Pyongyang or lift sanctions unless North Korea takes irreversible steps toward dismantling its nuclear program.
They also said the U.S. hasn't committed to resuming formal negotiations with Pyongyang, but is waiting for North Korea to make good on carrying out its commitments.
