Leading international scientists and policy-makers then came together during the Forum on Science Technology and Innovation for Sustainable Development in Rio de Janeiro in July 2012 andputforward a set of recommendation to help establish such co-designed research, technology and policy agendas.
The kinds of things that we putforward to Congress to put Americans back to work and grow the economy were designed specifically with the hope that they could draw bipartisan support, because they're the kinds of measures that have gained bipartisan support in the past.
And one of the reasons why I've designed the plan that I have putforward now is because I learned a lot about what people want, what people are willing to accept, and how we get the political process to work.
