We are trying to fix the police, but while we're trying to fix the local conventional police, we have, in the same area of operation, national police units, we have Iraqi Army units, we have MOI Intelligence units, all kinds of different national assets and provincial assets operating in the same area with virtually the same jurisdictional boundaries.
