It followed an initial workshop held in Beirut from 22 to 26 October 2007 on the theme "Managing the Preventive Conservation of Museums".

In 2007, UNESCO launched a three-year partnership with ICCROM(International Centre for the Study of the Preservation and Restoration of Cultural Property) to assist museums in developing countries with improving their skills for the preventive conservation of collections.

Examples of preventive conservation are: appropriate measures and actions for registration, storage, handling, packing and transportation, security, environmental management (light, humidity, pollution and pest control), emergency planning, education of staff, public awareness, legal compliance (source: ICOM-CC definition).

Preventive conservation refers to measures aimed at avoiding or minimizing deterioration or loss, meaning that actions are carried out within the context or in the surroundings of an object or group of objects, whatever their age or condition.

The recommendations are to be disseminated among the institutions and organizations, including the Ministries of Culture and largest museums of CIS Member States, with the aim to foster active participation of museums in the preventive conservation with consideration of the international best experience in this field.
