This decision of the General Assembly shall be taken by a majority of the States Parties presentandvoting which have not made the declaration referred to in paragraph 2 of this Article.
While the Democratic congressmen will not have any voting privileges and are not present in an official capacity, they made their opinions of Brown's performance clear.
They will monitor the pre-election period, will continue at the polling stations during the voting process, stay for exit polls and be present until the results are published.
