The recovery has brought a cautious welcome from the Pre-School Learning Alliance - particularly now that the education secretary is becoming directly involved.
Neil Leitch, of the Pre-School Learning Alliance charity, said he was pleased the prime minister was prepared to compromise but the current "ill-considered" proposal should be scrapped altogether.
It is developed in joint partnership with the government (which supports an immense national educational enterprise from pre-school to adult learning), individuals (who invest in marketable skills), and companies (who invest in firm-specific skills for their employees in order to generate economic rents).
