That quibble aside - and it is an important quibble - I welcome the report as an excellent exposition of the role, powersandfunctions of the second chamber and (elections apart) and as the basis for ensuring a transition to a second chamber that will be better than any of the alternatives on offer.
So now the matter is "technically devolved" - although the relevant functions have not and no government department has any legislative powers regarding Antarctica.
It also confers certain aviation security functions on the CAA and widens the transport secretary's powers so that holidays sold by airlines could be included in the ATOL scheme in the future.
