It goes without saying that the loss of human life due to the tsunami and earthquake and the potential for horrendous genetic defects and cancers associated with radiation are extremely frightening.
Like many such initiatives, it is borne of noble intentions and fraught with significant defects and enormous potential liabilities for the American taxpayer.
Placement in any of these programs requires that a potential resident be medically stable, have sufficient functional defects to make inpatient nursing home care necessary, and receive an assessment by a medical provider that states institutional nursing home care is necessary.
