For a great many poor people in America, particularly poor blackmen, prison is a destination that braids through an ordinary life, much as high school and college do for rich white ones.
Trevor Phillips, chairman of the CRE, said the findings were particularly concerning given that more young blackmen were currently going to prison than university.
