On September 23, 2001, by Executive Order 13224, the President declared a national emergency with respect to persons who commit, threaten to commit, orsupportterrorism, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706).
The law did not mention Batasuna by name but allowed the government to ask the Supreme Court to outlaw parties that actively supportterrorismor are apologists for it.
In taking this decision, UNESCO disassociates itself entirely and firmly from any form of support to initiatives or institutions that may be conducive to terrorism.
