The decision by New York Presbyterian Hospital not to discipline Dr. Moses and to allow him to continue to operate was made in light of the negative tests and a court-ordered examination of Dr. Moses in May 2006 by a forensic psychiatrist who opined that he had no cocaine addiction problem.
Both are rated to pass the MIL-STD-810F standards, which are a suite of tests encompassing the device's ability to operate under high temperatures, low temperatures, and resist dust -- even how susceptible its circuitry is to cause an explosions in a flammable environment.
These tests apparently showed that the system used to ignite the craft's hydrazine fuel could not operate effectively at the cold temperatures expected during the flight to Mars.
