The NTSB found that a fire on board the Liberian-registered Ecstasy, operated by Carnival, had been caused by a fire in the laundry room sparked by unauthorized welding.
The attack started a fire on board the Cypriot-owned, Russian-operated Captain Maslov, but the crew members were able to extinguish the flames, the ministry said.
