Oftel, the telecoms regulator, says it cannot predict how demand in certain areas will change.
"We have not yet published a statement, and nothing is imminent, " an Oftel spokeswoman said.

Among those joining BT in giving evidence were net providers AOL, NTL, Freeserve, and telecoms regulatory watchdog Oftel.

Oftel also has power over another area of concern: the electronic programme guide, which directs viewers around the system.
The director-general of Oftel, Don Cruickshank, has been notably tough in the job.
So Oftel may now be more inclined to allow it to cut its prices, provided it does not cut them below cost.
Phone regulator Oftel has weighed in and told BT to offer its rivals deals for Flat Rate Internet Access Call Origination (Friaco).
However, he said Oftel had no regulatory authority over internet service providers.
At the moment, the industry is regulated by Oftel, but a new "super" watchdog - Ofcom - takes over regulatory duties in December.
Two years ago, Oftel made Cellnet and Vodafone reduce the levy they charge BT customers for calling their mobiles and costs did come down.
"BT cannot meet all demands on the first day, or in the first tranche, " said an Oftel spokesman explaining why the system was needed.
Oftel said improvements in late 2001 meant BT no longer needed to use one of its own types of networks to manage dial-up traffic.
