In North Somerset, the council enforces parking bays both on and off-road, but the enforcement of both single and double yellow lines remains with the police.
Metropolitan Police said the minicab picked up two men in Camberwell then dropped them off at the Myatts Field Estate and Vassal Road area before parking in Moorlands Road some 20 minutes later.
