Earlier a proposal that would have seen a restriction on the number of rhino horns that could be exported as sports trophies from South Africa and Swaziland was withdrawn in the face of opposition.
The measures, which include a restriction in some cities on the number of homes an individual can own and higher down-payments for property purchases, have resulted in property prices falling in most Chinese cities.
The debate was on the general principles of the bill, which contains measures including the scrapping of "indeterminate" sentences for dangerous offenders, the restriction of legal aid to a smaller number of recipients and a new offence of squatting.
