"The NUT will not accept unqualified people having responsibility for whole class teaching as currently proposed by the government, " said general secretary Doug McAvoy in response to the ministerial speech.
Regional officer for the NUT, Martin O'Gilvie, said there will not be a "hostile picket line" and it will be "more of a celebration of state education".
The National Union of Teachers (NUT) and Nasuwt say the reverse is true, that by not doing routine tasks such as photocopying or having "unacceptable levels of meetings", teachers can focus more on teaching and learning.
But he said the NUT had "major reservations" about free schools and academies, which he said were not as accountable to the community as council-run schools.
The NUT said it was a matter of "very real concern" that six in 10 teachers had not received any training helping them to deal with behaviour problems.
