NeuStar, the 1999 management buyout from Lockheed Martin that acts as a third-party administrator of 160 million North American phone numbers (so one phone can reach another), is angling to be a digital-ID custodian.
It is currently the exclusive registrar for .com and .net domain names worldwide and competes with other domain name registry providers, such as NeuStar, Employ Media, and Afilias to win new and maintain existing registry rights from ICANN.
