They may want to come back home to help with the family, but on the other hand they think they need to work as hard as possible otherwise they may not get promoted, or they may lose their job.
So even as we're tackling issues of supply and demand, even as we're looking at the long-term in terms of how we can structurally make ourselves less reliant on foreign oil, we still need to work extra hard to protect consumers from factors that should not affect the price of a barrel of oil.
All of this reinforces the common U.S. military criticism of the Agency in Afghanistan and Iraq: It does not often supply the hard tactical and intimate personal and tribal portraits that military officers need to do their work.
