Dr Henry Mannings was handed the 18-month suspension in November by the Medical Practitioners Tribunal Service (MPTS).
Dr Keilloh supervised a failed resuscitation attempt, and the MPTS said he did "everything possible" to save Mr Mousa's life.
The MPTS imposed the restrictions following a complaint against Dr Mannings by an oncologist at the Norfolk and Norwich University Hospital.
The MPTS said it was the "repeated dishonesty" in claiming not to have seen injuries to Mr Mousa that was wholly unacceptable.
The MPTS, which is investigating his conduct, has lifted the ban.
The MPTS questioned his honesty after he lied to Army investigators about the injuries and, in sticking to his story, giving evidence in subsequent courts-martial and a public inquiry.
