MissBrown, 17, the UK's first youth PCC, resigned on 9 April after a furore over offensive messages she had posted on Twitter between the ages of 14 and 16.
MissBrown was appointed to the youth post on 3 April, when she was still 16, by Kent Police and Crime Commissioner Ann Barnes to represent young people across the county.
Ms Barnes said Miss Brown's tweets were not vetted before she was appointed but she was an "enthusiastic young woman with exceptional skills" who had performed well in a "very tough" interview process.
Brown's Achilles again keeps him sidelined, while Fearns (groin) is also both set to miss out whilst midfielders Liam Blakeman and Jon Adams picked up knocks in the win at Solihull on Tuesday night.
