The original McCrone deal agreed between councils and teaching unions, guaranteed teachers more than 12 hours a week to spend marking and preparing lessons in school.
The McCrone Inquiry - headed by retired civil servant Professor Gavin McCrone - will produce a consultation document and will hear a wide range of views before making its recommendations.
The teaching union said that although the first part of the agreed pay rise has already been put in place, full implementation of McCrone was still a long way off.
He referred to a secret memo written in the 1970s by Scottish Office adviser Gavin McCrone on North Sea oil and the difference it could have made to Scottish economy.
"McCrone said that an independent Scotland would have title to 99% of the oil revenues and that the only thing wrong with SNP estimates is that they were too low, " Mr Salmond said.
