And Environment Minister Lord de Mauley is back before the Environmental Audit Committee (at 2.15pm) as it continues its long investigation into the effect of neonicitinoid pesticides on pollinating insects.
Speaking on behalf of the government, minister Lord De Mauley said Lord Mackay's amendment would require the state "to try to arbitrate" on whether a parent had taken reasonable steps.
Lord de Mauley, the government's work and pensions minister, opposed the move, arguing that there were already checks and balances in place to ensure the money was spent on the most vulnerable.
Environment Minister Lord De Mauley told the meeting that he found the MP's arguments persuasive and he believed the government should hold relevant bodies' "feet to the fire" to pursue possible alternatives.
