The New York City Campaign Finance Board has a long history of denying government matching funds to candidates with questionable fundraising operations, and Democratic mayoral hopeful John Liu could become the highest-profile target.
But if Mr. Liu believes the board is unlikely to award his campaign any matching funds because of the illegal conduct that a jury found in his campaign, he could decide not to join and then would be free to spend as much as he could raise.
Nicole Gordon, a former executive director of the Campaign Finance Board, said she couldn't handicap the likelihood of Mr. Liu being denied matching funds.
