Three people still were in critical condition Saturday morning, according to Andrew Doba, spokesman for Malloy.
Malloy said there was no reason to believe it was anything other than an accident.
"We have no reason to believe that it's anything but an accident, " Gov. Malloy said.
Mr. Malloy congratulated Mr. Cuomo on Tuesday, but said he would take a more deliberative approach.
Mr. Malloy, a Democrat, has said he believes the new laws would survive any challenge.
