Mr Clegg and the education secretary will present the new exam together on Monday, and Mr Gove is expected to make a statement to parliament in the afternoon.
The Department for Education said Mr Gove was determined to make English teaching at primary schools "more rigorous" and was publishing the draft programme of study now for informal consultation.
But, after the statement, Commons Speaker John Bercow ruled that Mr Gove's failure to make copies of the list of projects facing the axe available in the Commons chamber at the start of the statement amounted to a "breach of courtesy".
Education Secretary Michael Gove said the changes were designed to make the system more transparent and support pupils' needs better as schools move towards a national funding structure.
Never for one minute did I think that Michael Gove (the British Education Secretary) would make his historic speech in January saying that the current programme of study for ICT would be disapplied this September and replaced with a curriculum with computer science at its core.
They recently wrote to Education Secretary Michael Gove to complain they were not consulted over leaked plans to make further changes to GCSEs for England - billed as a return to O-level-style exams.
