So-called training academies for local authorities will be organised by the Department for Communities and Local Government next year, where bestpractice for intervention will be taught.
The government is funding 15 trials in 18 local authorities to test approaches to expand free early education and look at bestpractice across the country.
According to the Welsh Government it will "give independent advice to Local Health Boards on their plans to ensure that they stood up to clinical bestpractice and delivered services of the highest quality".
