To take an obvious example, gay people have flocked from states like Alabama, Idaho, and Oklahoma all of which are in the top half of the Mercatus list to allegedly unfree cities like NewYork and San Francisco.
The Homeland Security Department allocates funds based on what it determines are the cities at greatest risk, with NewYork topping a listof 10 cities that vie for the largest portion of the money.
But many metro areas that are usually associated with youthfulness and aspiration are producing fewer children, including Los Angeles (sixth place on our listof baby bust cities with a decline of 12.4%), NewYork, NY-NJ-PA (eighth, down 7%) and San Francisco-Oakland (16th, -2.7%).
