South Yorkshire Fire and Rescue Service said one of the options was to have no response time target, "simply a commitment to attending every life-threatening incident as quickly and safely as possible".
International Development Secretary Andrew Mitchell told the BBC the reforms were born out of a "total commitment" to improving the NHS at a time of increased life expectancy and rising medical costs.
