Perhaps the biggest concern voiced by the mortgage industry was that the new regulations could stifle lending activity and the nascent recovery in housing.

Brazilian banks are thriving as lending activity has picked up.

Over time, by increasing market liquidity and stimulating market activity, this facility should also help to revive private lending.
It predicts that activity will be boosted by the government's Funding for Lending Scheme, which channels cheap funds to banks and building societies.
"With so much activity under way in the nonbank sector, adjusting the amount of lending in the economy is no longer as simple as handing out quotas to banks and monitoring their compliance, " the report said.
"Lending problems in our nation's subprime marketplace are building, which could inhibit future housing activity and further dampen our forecast, " Lereah said in a recent statement.
Some industry experts, such as the Council of Mortgage Lenders (CML) and the Royal Institution of Chartered Surveyors (Rics), have suggested that activity may pick up further in 2013, helped by the government's Funding for Lending Scheme (FLS) which is channelling cheap funds to banks and building societies, so they can lend more money to businesses and households.
