The Audit Commission's report warned the Labour-controlled council it must improve in its compliance with contract procedure rules, demonstrating good value for money, reporting to elected members and dealing with whistleblowers.
Labour brought forward its NHS debate at parliament following a report by public spending watchdog Audit Scotland which said the management and scrutiny of the waiting time system "had not been good enough".
The audit showed that while the majority of units provided one midwife per woman in labour, in 5% of units only one midwife was allocated for up to three women.
