Senator Max Baucus, the Montana Democrat, is not entirely on board the KORUS train because the South Koreans made no concessions on beef in the supplemental agreement.
It would be difficult for the administration, as a practical matter, to go back to the South Koreans to renegotiate KORUS or even to reach new side understandings.
And accordingly, in order to ensure the faithful implementation of the KORUS FTA, we will establish a ministerial-level joint committee, as previously agreed, and check upon the progress.
