The company is struggling with money to meet 40 social and environmental conditions required before a full installation permit is granted by the environmental licensing authority Ibama.
Advocates for the rapids have suggested the installation of an inflatable dam upstream that could better regulate water levels around the season to insure better rowing conditions.
