There is good educational info at the Options Industry Council web site ( click here) and almost all discount brokers will require you to fill out paperwork and pass certain experience and capital requirements before they will let you go hog wild with options.
Sadly, we have no info on whether the Mini 5 will have other cellular radio options, but it wouldn't hurt to send Dell a petition regarding this matter.
