Facing public pressure, India's government in February proposed legislative changes that would increase the maximum punishment for convicted rapists to the death penalty from life imprisonment and widen the definition of sexual assault.
Opponents of the death penalty, accepting that it is most unlikely to disappear, would at least like to increase the resources available to defendants in capital cases, and require some minimum level of competence from lawyers and investigators.
