First, we need laws requiring all ISPs--any organization that provides Internet access--to screen out illegal content, or content soliciting an illegaltransaction, once they are notified of its existence.
The transaction is illegal, and so the Belarusian Attorney General would send a note to Amazon informing it that it is violating national law and might be sued.
As a former SEC attorney, I have always thought (and indeed advised clients) that it is illegal to represent that the SEC has approved or recommends anything, especially a given transaction.
