Gore has insisted he never viewed the gathering at the HsiLaiTemple as a Democratic fund-raiser, but merely an event to thank past contributors and encourage future fund-raising efforts among the Asian-American community.
The individuals under consideration for immunity were part of Democratic Party fund-raisers at the HsiLaiTemple in Los Angeles and at a dinner at the Hay Adams Hotel here in Washington, both last year.
Hsia already faced trial for one count of conspiracy for a series of alleged actions taken to funnel money through "straw donors" from the HsiLaiTemple in Hacienda Heights, California, to the Clinton-Gore and other Democratic campaigns.
Hsia was convicted in March of campaign law violations in connection with a 1996 Democratic fund-raising event at the HsiLai Buddhist temple in California.
