Medicare spending cuts and tax increases have always been double-counted recorded both on the paygo scorecard and added to the HospitalInsuranceTrustFund.
But, due to CBO scoring conventions, the money it generates appears to both make the Medicare HospitalInsurance (HI) TrustFund appear more solvent and reduce the general fund deficit.
