On improving the criminal justice system, Holder said the government is providing increased support for programs offering quality legal representation to people who cannot afford it.
In outlining his objections to the Texas law, Holder said he also objects because student IDs would not be accepted while concealed handgun licenses would be.
In response to a question from GOP Rep. Lamar Smith of Texas, Mr. Holder said that among the potential criminal issues is whether officials made false statements.
Holder said the situation was hypothetical, but that he did not think that in that situation the use of a drone or lethal force would be appropriate.
"In the recent past, too many Sikhs have been targeted and victimized simply because of who they are, how they look, and what they believe, " Holder said.

Mr. Holder said Mr. Gohmert's questions got the facts wrong.
"Obviously, we would look at any request that would come from a court in any country and see how and whether we should comply with it, " Holder said.
"The FBI is coordinating with the Justice Department to see if any laws were broken in connection with those matters related to the IRS, " Holder said at a briefing.
Last week, U.S. Attorney General Eric Holder said he had authorized "significant" actions related to a criminal investigation into WikiLeaks' publication of the materials but has declined to elaborate.
