It has now been delayed until after Oxfordshire Clinical Commissioning Group (OCCG) - which is responsible for commissioning health services in the county - has come up with formal plans for the delivering of care locally.
His focus hasbeen turning it into what he calls a "commissioning organisation, " willing to outsource and in some cases stop providing some services, rather than trying to do everything itself.
