New York City, the country's largest school district, is one of only a handful of districts in the state that lost money because it failed to hammer out an agreement with its union by a Jan. 17 deadline.
At the least, the union should be able to wrangle some concessions about the Tag, making its application less of a hammer in allowing teams to go year-to-year with players.
